A Maryland circuit court judge ordered that a constitutional amendment changing the state’s congressional redistricting guidelines cannot appear on the November ballot, but the state Supreme Court will have the final say. Mike Howell, president of the conservative nonprofit Oversight Proje ct, and several Republican lawmakers filed the lawsuit earlier this month, within days of the Democratic-controlled General Assembly approving the amendment. Lawmakers convened for a two-day special session to pass the constitutional change that – if approved by Maryland voters – would ensure map-drawing guidelines outlined in the state constitution would apply only to legislative districts, not congressional districts.
