Not one or two, not three — but five of seven sitting judges on the state Intermediate Court of Appeals have recused themselves from City Council Chair Tommy Waters’ appeal of a Circuit Court ruling disqualify- ing him from reelection in Waikiki-to-Hawaii Kai’s District 4.
