San Francisco supervisors push for drugfree supportive housing policy

San Francisco city leaders are considering a shift in how permanent supportive housing is managed, with a proposal that would require drug-free environments in city-funded housing.
Supervisor Matt Dorsey and other city supervisors are leading the effort, which aims to change the city’s current
approach that allows drug use in some supportive housing settings.
The proposed legislation would require all city-funded permanent supportive housing to be drug-free, prohibit funding for new developments that restrict evictions and call for surveys allowing residents to choose between drug-tolerant and drug-free housing options. It would also establish city policy based on those preferences.
Dorsey said drug-tolerant housing can undermine recovery efforts for some residents.
“These residential settings can be devastating to the stability of families with children as well as residents in recovery, especially those in early sobriety,” Dorsey said. “They have also been one of the driving factors in our city’s drug crisis.”
Supportive housing programs in San Francisco have historically allowed drug use in part because of state funding requirements tied to a harm-reduction model.
A rally is scheduled for Thursday morning to draw attention to the proposed legislation, followed by a committee hearing where supervisors could take action on the measure.
