Director of Doko Manor arrested for possible misuse and/or misappropriation of public funds

RICHLAND COUNTY, S.C. (WOLO)– RCSD says the Director of Doko Manor was arrested on charges of obtaining goods under false pretenses.
The sheriff’s dept. says the investigation began when Blythewood’s town attorney sent a letter requesting an investigation into the possible misuse and/or m
isappropriation of public funds associated with the use of the manor on September 11, around 2 p.m.
Deputies say the investigation revealed that Frederick William Layman who has a history of wire fraud, had accepted funds for the use of the manor and did not deposit those funds into the town’s account.
This occurred over the course of 6 month totally about $2950.00, according to RCSD.
Layman is also accused of attempting to repay the money by sending his wife to the manor on September 11, with a blank check.
He is also accused of making allegations of being kidnapped by the mayor of Blythewood.
The findings of this investigation were presented to the solicitor’s office, who advised no prosecution.
RCSD has received additional request to investigate other allegations of misconduct and of ethics violations.
The SC Ethics Commission is investigating these possible ethics violations.
Allegations of misconduct or policy violations that are not criminal in nature were directed back to the town council.
Also, RCSD says the only criminal violation is that of Laymon and has made the appropriate charge.
Layman turned himself in to investigators of the sheriff’s department on Tuesday, December 16, and was booked into the Alvin S. Glen Detention Center on charges of obtaining property under false pretenses.
He is awaiting a bond hearing.
