St. Paul police are investigating a fatal shooting that happened in the Payne-Phalen area Thursday night. Police responded to a report of shots fired in the 900 block of Edgerton Street just before 9:15 p.m. and found a man with an apparent gunshot injury to the upper torso, according to a statement from police.
