Four charged as a result of Federal search warrant at East County business

SAN DIEGO (FOX 5/KUSI) -- The owner of San Diego Powder & Protective Coatings is blaming bad actors after Federal agents raided his business on Thursday.
He said he is cooperating with Homeland Security investigators and claims investigators say several people were found to be working with fa
ke documents.
Four employees at San Diego Powder & Protective Coatings were charged as a result of the search warrant issued regarding immigration and workplace violations.
The company's general manager, Josh Washburn, is facing a charge of Conspiracy to Harbor Aliens.

Gilver Martinez-Juanta, Miguel Angel Leal-Sanchez, and Fernando Casas-Gamboa were charged with using false documents to work in the United States.
The business was not shut down, and it was still operating on Friday.“I was interviewed by investigators, and unfortunately we had a couple of bad actors -- a supervisor that was in our employment here and a painter. Two months ago they were arrested for drug drug trafficking and transporting drugs. Apparently, since then, there’s been an ongoing investigation of my facility and the personnel that work here," said Philip Johnson, owner.
The business works as a government contractor. It is currently painting parts for Border Patrol's pedestrian crossing. The Navy has also contracted it in the past.

The owner said he was surprised when Homeland Security agents arrived to conduct a criminal search warrant.
The search warrant shows that agents were tasked with collecting personnel files, payroll and tax records, military contracts and more.
Investigators said they found people living at the business.
“We follow California law. We do the best we can to better people. We have them sign the I-9 form. We take copies of their driver's license [and] their Social Security cards, and we have all of our files. The investigators came in, and they took all those files, and we cooperated with them," Johnson said.
Wire installed to boost border security in San Diego
Early this year, an investigation into hiring and harboring undocumented people and providing false statements to social security, among other things, started.
The search warrant details that a cooperating source that worked at the business provided Federal authorities with tips and evidence, like names and license plate information and even recorded conversations with a manager accused of knowingly hiring people illegally.
Last week, an undercover DHS agent alleges they filled out an application and were hired by SDPC using fake permanent resident and Social Security cards.
“They found three people that had fraudulent documents so far," he said.
Meanwhile, the company's general manager, Washburn, is being held on a $5,000 bond. He and the other employees will appear in court on April 8. ...read more read less
