More than 200 teachers receive displacement notices in Providence

PROVIDENCE, R.I. (WPRI) -- More than 200 Providence teachers have been notified that they would have to find another job in the state-run school district, Target 12 has learned.
A total of 209 teachers within the Providence Teachers Union received displacement notices on Monday and Tuesday, acco
rding to a memo obtained by Target 12.
Herman James, the district's chief talent officer, stated in a letter to the Providence School Board on Monday that for comparison, a total of 384 PTU members received displacement notices last year.
"As part of PPSD annual staffing process, the district conducts displacement procedures for teachers and teacher assistants in alignment with our contractual agreements," James said. "This process occurs due to shifts in student enrollment, programmatic changes, budgetary considerations, and cases where educators do not meet licensure compliance requirements."
A displacement is not the same as being laid off or not-renewed, according to district officials, but means a teacher can apply for open positions they are qualified for in other schools.
Last month, 17 non-tenured educators in the district were notified their contracts would not be renewed in the upcoming school year. The school board urged the R.I. Department of Education (RIDE) to rescind the decision.
The district said in order for displaced teachers to obtain a new position, educators are required to apply for a minimum of five positions for the upcoming school year.
"You may apply for any position for which you are fully certified to teach, currently emergency or expert residency certified as long as you have provided proof to the Office of Human Resources that you are meeting your renewal requirements," a letter to displaced teachers stated.
Teachers that do not acquire a new job at the end of the day on the last day of school will be assigned by human resources, according to the letter.
Open positions will be posted on the school district's job board on Wednesday. James noted that there are 260 available positions.
Separately, 95 teacher assistants were also notified they would be displaced, and that there are 104 positions available. TA jobs will be posted on April 7.
