Painesville announces 2025 road projects, sidewalk installation

Painesville City recently announced its plans for roadwork and the installation of a new sidewalk this year.

The list includes six road resurfacing projects and one road reconstruction project, with a total estimated cost of $930,000.
City Engineer Leanne Exum said that flaggers will maintain traffic during the resurfacing projects. The city said in a news release that it plans to resurface:
• Harmon Avenue, from Lincoln Boulevard to West Jackson Street;
• Lincoln Boulevard, from Mentor Avenue to West Jackson Street;
• Liberty Street, from Washington Street to Mentor Avenue;
• Liberty Street Extension, from Liberty Street to East Erie Street;
• North St. Clair Street, from Main Street to East Erie Street; and
• Valleyview Drive, from East Walnut Avenue to the cul-de-sac.
The city added that it will reconstruct “a small portion” of the northern end of Bank Street, at the three-way intersection with South State Street. Exum said that the city will replace the concrete on that portion of Bank Street with asphalt.
“That is probably the only portion of the streets that will be closed during construction,” she said.
Exum said that the roads were selected based on the city’s 2023 pavement condition rating. All of those roads were given a ranking of “poor.”
Painesville City Council will introduce legislation to go out to bid on the road projects at its Jan. 21 meeting. Exum expects that all of the road projects will take place over the summer.
She asked drivers to be patient and not to park on the streets when there is active construction, so that workers can pave the streets.
A city news release said that all of the projects will be funded by Painesville’s road levy, which was last renewed in 2022. Council approved the project funding when it passed Painesville’s 2025 budget on Dec. 16.
The city said that it also expects to pay $200,000 for sewer improvements related to the resurfacing and reconstruction projects.
According to Painesville’s road plan webpage, the city ranks its roads from worst to best by pavement condition. It considers that ranking, along with traffic volume, the effects to other infrastructure and available funding when considering which roads to resurface.
“The city’s goal is to get to every street in the city, but it will take time,” stated the webpage.
Exum said that the city is also planning to install a sidewalk along the west side of Elm Street, from Lighthouse Pointe Drive to Elm Street Elementary School. The city expects that the project will be completed by Oct. 31.
The $400,000 sidewalk project will be funded by an Ohio Department of Transportation Safe Routes to School Grant, the city said.
