Mayor appoints new Deputy Director of Economic Revitalization Office

HONOLULU (KHON2) -- Mayor Rick Blangiardi announced Thursday that Gavin Thornton has been appointed as the new Deputy Director of the City and County of Honolulu’s Office of Economic Revitalization (OER). Thornton has been said to be a seasoned expert in economic policy and coalition building, will focus on expanding economic opportunities for Oahu residents.

“Gavin’s deep understanding of Hawaii’s economic landscape makes him an excellent choice for this role,” Blangiardi said. “His experience developing policies that promote economic security will be invaluable as we work to create a more resilient and equitable economy for everyone on Oʻahu.”
Before joining the city, Thornton served as the Executive Director of the Hawaii Appleseed Center for Law & Economic Justice, a nonprofit focused on policy changes to help the community thrive.
He led successful initiatives such as supporting the creation of the Hawaii Earned Income Tax Credit, which provides $80 million annually in wage supplements for working families. He also advocated for minimum wage increases aimed at improving the income of low-wage workers.

“Throughout my career, I’ve focused on ensuring everyone has access to safe housing, good jobs, and the resources to succeed in Hawaii,” Thornton said. “The Office of Economic Revitalization is dedicated to improving lives on Oahu, and I’m honored to join the team and contribute to that mission.”
Amy Asselbaye, Executive Director of OER, also praised Thornton’s appointment. “Gavin has fought for policies that make life in Hawaii more affordable, create good jobs, and support our most vulnerable residents,” Asselbaye said. “His leadership will help us continue our work to ensure all families in Oahu can prosper.”
Thornton is a graduate of the University of Virginia School of Law and has a long history of working in public service and advocating for economic justice, including his role at the Legal Aid Society of Hawaii.
