PITTSFORD, N.Y. (WROC) — 175 affordable housing units are slated to come to Pittsford. The new development would turn the decaying Barn Bazaar retail and business center at Clover and Jefferson into "Pittsford Oaks." Barn Bazaar has been vacant for over a decade, and asbestos was found in the buildings. Many of the wood structures are falling apart, many windows are shattered and there is other property damage. At Pittsford Oaks, there are planned 122 single units, 42 two-bedroom units, and 12 three-bedroom units. The average rental price, according to the developer Daniele Family Companies, is just over $3,000, but it's still the kind of housing the town of Pittsford is looking for. Projects at 75 Monroe, Barn Bazaar apply for Monroe County incentives "The (comprehensive) plan calls for is to provide incentives and also to provide more means of providing more moderately priced housing for people who are in their retirement years or are approaching their retirement years and want to stay in Pittsford," said Pittsford town supervisor Bill Smith. Smith added this kind of housing can also serve as workforce housing for people who want to live in Pittsford but can't afford to buy home there. The project is progressing as Daniele Family Companies, applied and was approved for tax incentives by COMIDA, Monroe County's development arm, on Tuesday. Normally, 20% of housing units in a COMIDA-backed project need to be affordable. The Pittsford town board passed a zoning provision earlier this year to allow that one area to be market-rate housing only. Formerly it was senior-only housing, as part of a bid from another developer that fell through years ago. Despite possible zoning bind, developer applies for tax incentives for Barn Bazaar However following overwhelming negative feedback in public meetings, COMIDA removed the affordable housing requirement, and only approved a sales and mortgage tax exemption. Smith said the developer gets incentives for the project, and the town can better protect its tax revenue streams. "It may be just a little bit, but we have to be constantly vigilant to make sure that our non-residential sources of tax revenue retain their integrity," he said.
