Crisis negotiators convince Wisconsin suspect to leave apartment, turn himself in

MADISON, Wis. (WFRV) — Crisis negotiators in Wisconsin successfully persuaded an armed robbery suspect to leave an apartment and surrender after more than two hours of communication.
The incident unfolded on the 700 block of East Washington Avenue in Madison shortly after 4:30 a.m. on Monday, according to the Madison Police Department.

Officers initially responded to a gas station in the same block after employees reported a man making threats, believed to be armed, and throwing items before fleeing with stolen goods.
A K9 team located the suspect in an apartment building on North Blount Street, where he was found with another adult.
Law enforcement established a perimeter and engaged in negotiations with the suspect, identified as 36-year-old Emanuel Heyward, who eventually exited the residence and was apprehended.
Court records from the Wisconsin Circuit Court indicate that Heyward faces charges including armed robbery (felony), disorderly conduct (misdemeanor), retail theft (intentionally taking items worth less than or equal to $500 - misdemeanor), battery (misdemeanor), and additional disorderly conduct (misdemeanor).
Following his initial court appearance on Wednesday, Dane County Judge Karie Cattanach imposed a $2,000 cash bond on Heyward, who is scheduled to appear in court next on December 18, 2024, at 2:30 p.m. for a preliminary hearing.
