SAN FRANCISCO (KRON) -- A homeless woman who allegedly terrorized mothers and their young children in San Francisco's parks for years has been charged with child endangerment, prosecutors announced. Kim Andrews, 37, of San Francisco, will be arraigned at the Hall of Justice on Tuesday afternoon. The charges stem from a disturbing incident in Golden Gate Park that happened around 5 p.m. on July 19, 2024. A mother and her 18-month-old toddler were walking along a path when they were approached by Andrews. According to investigators, Andrews was wielding a lighter and shaking an aerosol can of Lysol. Prosecutors said Andrews made death threats toward the toddler as she screamed "Oh, a baby! You're going to die! You're going to die!" The toddler's horrified mother grabbed her child and ran while Andrews chased after them, the district attorney's office said. Andrews was taken into custody on Monday for the July park incident. Mothers and nannies in San Francisco have reported Andrews' menacing behavior for years. She was arrested dozens of times, court records show. One nanny told the San Francisco Chronicle that, in 2020, Andrews screamed at her, saying, "I am going to take your child, I am going to kill you." Andrews is reportedly a repeat offender who cycles between jail and living on the streets. Police officials told the Chronicle that Andrews refuses housing and mental health services from the city. On Tuesday, District Attorney Brooke Jenkins said, "My office will do everything in our power to ensure that children are safe. We will fight in the courtroom for justice for this family who were out enjoying a summer walk in the park.  Child endangerment and making threats to anyone, especially to children and vulnerable victims, will not be condoned."
