DCF working with law enforcement in shooting death of Springfield woman and baby

SPRINGFIELD, Mass (WWLP) - City and state leaders now voicing their outrage in the aftermath of this tragedy.
"They need to catch this individual," said Springfield Mayor Domenic Sarno.
20 year old Jessiah Mercardo and her 4 month old baby Messiah were shot and killed in Hartford on Tuesday.
The Department of Children and Families told 22News the child was in foster care at the time of his death.
"When a child is placed in foster care, whether it is kinship or not, each case is unique as far as whether there are certain stipulations that need to be followed as to whether there can be contact between biological parent and the child," said Nicole Levy, Senior Associate Attorney at Lynch & Owens P.C.
22News spoke with State Senator John Velis about what state legislature is hoping to learn from the investigation into the baby's death.
"Somehow or another this child ended up with mom and the baby got killed… someone needs to answer questions," said Sen. Velis.
Because of privacy reasons, DCF could not comment on how Messiah's mother was able to take him to Hartford on Tuesday, where they were both shot and killed.
"Why? Who? What? We need those answers and we, as lawmakers, we are going to demand those answers and hold them accountable," said Sen. Velis.
Springfield Mayor Domenic Sarno outraged by the suspect's criminal history.
"First of all, this individual shouldn't have been on the streets with the record he has, the brazenness of what he did… taking a young life and a baby's life, I have no patience for that what-so-ever," said Mayor Sarno.
Police are still warning that this suspect should be considered armed and dangerous…
Morales is not yet in custody but today police were able to find the vehicle he allegedly used in the shooting, in Waterbury, Connecticut.
Hartford police have said he still has access to several other vehicles.
