Park City in just weeks could launch early steps of Main Street improvements

If Park City leaders are interested in pursuing the development of a hotel just north of the Marsac Building, early steps could be taken shortly, perhaps in a matter of weeks.And officials with the municipal government could also soon begin talks with the U.S. Postal Service about the future of the Main Street post office with the possibility a plaza could be built there someday.A team working with City Hall has crafted a document covering numerous issues as leaders consider wide-ranging improvements in the Main Street core that taken together would alter the way the commercial district functions. Mayor Nann Worel and the Park City Council have not provided the formal go-ahead on individual projects, and more discussions involving the elected officials are nearing, but the document provides a preview of just how rapidly the efforts could commence if City Hall decides to pursue the work.The document was prepared in anticipation of a City Council meeting earlier in November. Although the elected officials at the meeting did not finalize decisions about individual projects, an implementation plan from the document provides at least an illustration of potential timelines for the various improvements. The timelines appear to be highly conceptual in nature, but they show the possibility of consistent progress throughout the Main Street core into the early 2030s.Actual timelines would be expected to be based at least partly on the funding decisions that would be made closer to a groundbreaking on any one of the individual projects. Still, the timelines are an intriguing sidebar to the broader talks about Main Street since they show how the projects could advance in coming years.Park City, Main Street and the wider community are engaged in talks about the future of the shopping, dining and entertainment strip amid increased competition from outlying commercial districts. The improvements are seen as a way to ensure Main Street remains a top destination. The possible upgrades in some cases could add to the lodging options in the area of Main Street and in other cases they are under consideration to increase the attractiveness of the street as a destination.One of the ambitious projects under consideration involves the development of a hotel and transit infrastructure close to the Marsac Building. Some of the key timeline entries in the implementation plan regarding a hotel include: Developing a first request for proposals from January 2025 until March 2025.
Crafting an environmental plan from January 2025 until March 2025.
Issuing a request for proposals for developers in March 2025.
Selection of a developer, including a committee review of the candidates, from March 2025 until April 2025.
The drafting of a memorandum of understanding and negotiating agreements between June 2025 and November 2025.
Project review by the Park City Planning Commission from January 2026 until September 2026.
A review of a project against City Hall’s Old Town design rules in January 2027.
Three phases of construction starting in March 2027 and ending in November 2029.The timelines call for each of the individual projects to be completed no later than December 2032. That schedule envisions the work ending a little more than a year before the opening of the 2034 Winter Olympics . The period between the completion of the work and the Games would give City Hall time to study the operations of the projects and how they would fit into the plans for the Games. Main Street is expected to be a key locale during the Winter Olympics, likely as a place for the crowds to gather to celebrate the Games in a similar fashion as they did during the 2002 Winter Olympics.The awarding of the Games to the state did not spur the discussions about Main Street’s future, but the Winter Olympics provide a marker for the work since many will want the improvements completed by the time international crowds arrive in 2034. The Park City area is slated to have a critical role during the Games, with competition venues planned at Park City Mountain, Deer Valley Resort and the Utah Olympic Park.Another of the projects under consideration involves the creation of a plaza on the ground where the Main Street post office is located. The implementation plan timeline starts with the initiation of negotiations with the postal service from January 2025 until September 2025, with a memorandum of understanding by the end of December 2025. A relocation plan for the Postal Service would be readied from November 2025 until May 2026 with a real estate purchase contract prepared between May 2026 and September 2026. The planning for the plaza and the approval process, including a design review since the location is within the historic district, is also outlined. A first phase of construction — the restoration of the post office — would stretch from May 2028 until November 2028, with a second phase of construction involving the creation of the plaza following from April 2029 until November 2029.Ryan Dickey, a city councilor who is the liaison to a Main Street Area Plan Committee that spent months discussing the possibilities, acknowledged in an interview he does not expect that the timelines outlined in the implementation plan will be followed. He said, as examples, feasibility studies addressing construction, the economics and transportation will be conducted. The timelines are “illustrative to how it could roll out,” Dickey said.He also said he does not anticipate the details of the implementation plan will be included when a final plan for the Main Street core is adopted. “The more complex it gets, the more uncertain it gets,” he said. Dickey addressed the possibility of the post office land someday becoming a plaza, saying perhaps talks with the Postal Service could start shortly and the timeline could possibly be followed. But the development of hotels would be more involved, he said.
