BAKERSFIELD, Calif. (KGET) -- The Kern Fire Council is conducting a survey to help with the emergency response. The survey asks Havilah and Walker Basin residents who were displaced, are at-risk of flooding or otherwise affected by the fire to provide vital information to help with the emergency response.
