NEW ORLEANS (WGNO) — Democratic incumbent Troy Carter has won Louisiana's 2nd Congressional District on Tuesday, Nov. 5. Carter faced off against Republicans - Devin Graham, Christy Lynch, Shondrell Perrilloux and Democrat Devin Davis. The 2nd Congressional District consists of parts of Orleans, Jefferson St. Charles, St. James, St. John the Baptist, Ascension, Assumption, Iberville, and East and West Baton Rouge parishes. Carter's election website states he is a Xavier University graduate who started his political career in 1991 becoming the first African American elected to the Louisiana House of Representatives from the 102nd District of New Orleans. Throughout the years, he served on committees targeting education, municipal parochial and cultural affairs and transportation and highway. He was elected to New Orleans City Council in 1994. In 1997 he was re-elected to the seat without opposition. In 2015, Carter Louisiana Senator for District 7 of Louisiana, Senate minority Lead, chairman of the Senat Democratic Caucus and Chairman of Labor and Industrial Relations. Republican Devin Graham is the owner of Zydeco Electric, LLC. He is also a licensed real estate broker in Louisiana. Republican Lynch is a UNO graduate who has worked as an adjunct professor certified public accountant, certified fraud examiner, auditor, and business executive. Republican Perrilloux is a Delgado Community College graduate and has career experience in accounting, business administration and residential commercial building. Democrat Davis is a Prescott graduate with career experience as a community organizer.
