HONOLULU (KHON2) -- Request for proposals for a brand new public safety facility went out last week that would replace a nearly two-acre empty lot near Honolulu's Daniel K. Inouye Airport with a multi-story, multi-functional facility. Download the free KHON2 app for iOS or Android to stay informed on the latest news "It's needed because our current facilities are not up to standard," said Jordan Lowe, Director of the newly established state Department of Law Enforcement. "It's time to build new facilities that are safer for not only, ultimately, the community, but not only our staff, but the arrestees." The DLE is currently renting space in about five different locations around the island and is forced to use antiquated facilities and temporary spaces. What the DLE wants for this facility includes space for administrative offices, conference room and training spaces, 9-1-1 operations, a shooting range and a 12-unit detention facility along with adequate parking. The DLE is also proposing a mental health triage to provide treatment for those arrested, should they need it. "Right now we're sharing training facilities with the Department of Corrections and Rehabilitation and quite frankly, there's not enough space to accommodate everybody right now," said Lowe.   "If we have state-of-the-art holding cells, it's actually safer and more humane for the people that are arrested," said Lowe. "And then if we're able to put some type of multi-purpose training officer, again, that helps the public because we're going to better train our officers before they go out on the street." "In terms of the shooting range, that is really to address the need for a law enforcement firearms qualification range, to make it indoor because, as you've seen, there's so much controversy now with public ranges and even military ranges that law enforcement uses due to environmental issues and the community concern. So this would try to address that also" explained Lowe. To pay for the construction of the facility, the DLE is asking the state for $53 million over the next two years. Senator Glenn Wakai chairs the Senate's Public Safety and Intergovernmental and Military Affairs Committee and agrees that consolidating the DLE into one location is a good idea, but chasing the multi-million dollar funding will be a challenge. "I totally agree that there's efficiencies in putting all of the piecemeal parts of DLE into one location," said Wakai. "We're not going to get $53 million dollars appropriated in the budget. We've got to be creative on how we're going to finance this thing." Wakai is suggesting a public-private partnership, offering a lease buy-back program with a private developer, something similar to what is being proposed to build a new jail on Oahu. "So we ask the developer, 'We need a $53 million facility, and we need it in the next two years. Can you start building it soon? And we will assure you over 30 years, whatever that price point is, we will pay you X amount of dollars so we can get tomorrow what we would want to pay for in 30 years," explained Wakai.
