APPLETON, Wis. (WFRV) — Yia Lor, 39, was sentenced to life in prison with the possibility of parole after being found guilty of fatally shooting 56-year-old Paul Rhoads in Appleton in January 2023. Lor will serve a minimum of 40 years before he is eligible for parole. The fatal incident occurred on January 22, 2023, on Appleton’s south side in the 1200 block of Briarcliff Drive. Rhoads was transported to a hospital, where he later succumbed to his injuries. The Sheboygan Police Department conducted a high-risk traffic stop, during which Lor attempted to evade officers, leading to collisions that involved multiple vehicles and ended when Lor crashed into two homes on North 10th Street.
