SAN MARCOS, Texas (KXAN) – The San Marcos City Council will consider approving an incentive deal for a new H-E-B at the southeast corner of Interstate 35 and McCarty Lane.  This item follows a decision in May, where council members approved the parameters of an incentives agreement to attract more grocery stores to the city. San Marcos has five grocery stores – which doesn’t include convenience stores – for the over 70,000 people in the city limits.  “It’s almost like a first offer just to let people know that we’re ready for business and we want to see that kind of commercial development take place here,” Christian Smith, San Marcos’ economic and business development manager, said during the May 7 meeting. On Tuesday, council members will vote on an incentive package for H-E-B in the form of refunds on property and sales tax over the next five years. If approved, H-E-B could save around $2.2 million.  “We're excited whenever there's added food access here in town,” said Lisa Young, Executive Director of the Hays County Food Bank. “This is going to be a great opportunity for people to shop who [have moved] away from the town center.”  Young said many of her clients request food deliveries as they don't have access to vehicles. Further, USDA data shows that more than 5% of households in some San Marcos neighborhoods do not have access to vehicles and are more than half a mile from the nearest grocery store.  “Transportation and mobility really create barriers for people getting access to food,” Young said.
