A Springfield man has been charged with driving while intoxicated when he was involved in a head-on collision that killed two people and injured two others last month on Southeast Cordon Road. Prosecutors charged Terrance H. Quackenbush-Benson, 29, on Thursday in Marion County Circuit Court with two counts of manslaughter in the first and second degrees, driving under the influence of intoxicants, reckless driving and assault in the third and fourth degrees, according to court records. Blanca M. Franco-Ramos, 28, of Mt. Angel, and Heriberto Rangel-Rangel, 46, of Silverton, died in the collision on Sept. 16. The charges allege that Quackenbush-Benson drove “while under the influence of an inhalant.” The Salem Police Department determined that he was driving a pickup truck when he crossed the southbound lane and struck another pickup truck driven by Franco-Ramos head-on, the agency said in a news release Thursday. Police said the collision occurred on Southeast Cordon Road but did not give an approximate location.  Franco-Ramos and Rangel-Rangel died by the time emergency responders arrived. A front seat passenger was injured. A passenger in Quackenbush-Benson’s truck was also injured. He and the two passengers were transported to Salem Hospital with serious injuries.  The passenger in Franco-Ramos’ truck remained hospitalized as of Thursday, nearly a month after the crash, according to the police statement. Police said Quackenbush-Benson was arrested at the Springfield Police Department after “an extensive investigation.” He was booked into the Marion County Jail, where he was being held without bail as of Thursday afternoon. Marion County Deputy District Attorney Katharine Semple said in a court filing that Quackenbush-Benson showed a lack of remorse and was already on supervision from a previous DUI at the time of the crash. Prosecutors intend to rely on those details to argue for a sentence that’s longer than normal if Ayon-Urbano is convicted. He pleaded guilty in September 2023 in Eugene Municipal Court to driving under the influence and entered a diversion program, according to city court records. Salem Police Chief Trevor Womack told Salem Reporter earlier this week that 2024 has been a record-breaking year for fatal crashes in the city.
