SAN FRANCISCO (KRON) -- Supervisor Rafael Mandelman introduced legislation Tuesday to expedite the revival of gay bathhouses in San Francisco. If approved by the Board of Supervisors, the ordinance would repeal a city code that gives police the responsibility for permitting new bathhouses. The city code contains "outdated and unnecessary regulations," Mandelman's office wrote. One "outdated" regulation requires bathhouses to maintain a daily register of patrons. The San Francisco Police Department did not issue permits for potential operators who spent months trying to open bathhouses. "We’ve come a long way on the way to bring back gay bathhouses to San Francisco,"Mandelman said. "It’s encouraging that there are entrepreneurs who are actually trying to open these venues, although it is frustrating that we keep finding new barriers in their way. I am nonetheless committed to clearing a path for these operators, and we will continue clearing away obstacles as they and we identify them." Before the AIDS epidemic, there were venues where men met with other men forsex, including bathhouses, according to the supervisor's office. In 1984, the city sued the businesses, citing them as a public health nuisance, and many closed. In 2020, the city changed its health code to no longer require bathhouses and "other adult sex venues" to monitor of patrons’ sexual activities, the supervisor's office wrote. The new ordinance would remove additional barriers for bathhouses to open and operate.
