DURHAM, N.C. (WNCN) — Durham police arrested one of their own Monday morning on sexual assault charges. Cpl. Rayshawn Taylor, a 10-year veteran officer, was arrested at his home in Mebane as detectives searched the house. He is charged with first-degree kidnapping, sexual servitude, and sexual battery. Stolen dog missing after 120 mph police chase, crash in North Carolina Investigators say Taylor engaged in inappropriate conduct with an "adult community member" while on duty back on Aug. 21st. According to the arrest warrant, the victim was a male. Taylor resigned from the force the next day after his alleged victim tipped off police. Based on the preliminary investigation, a decision was made to open a criminal investigation into the incident. Durham police investigators also contacted the FBI due to the nature of the allegations, and the N.C. State Bureau of Investigation later joined the investigation as well. According to police, Taylor was acting in his official capacity when the alleged incident occurred. On Monday, investigators obtained warrants against Taylor and arrested him in Mebane. Police said a search warrant was also conducted at his home and the FBI is currently conducting an ongoing investigation. In a press conference the same, Durham Police Chief Patrice Andrews said the department takes any allegations against law enforcement officers seriously. "In law enforcement, transparency and accountability is key," she said. "It's the oath that we've taken and the commitment we have made to ensure that anytime a complaint is brought forward by our community that we take each and every allegation and complaint seriously and follow the facts where they take us." When asked by CBS 17 about how she felt when she first heard one of her officers might be engaging in the behavior Taylor is accused of, Andrews said, "The gut feeling instantly is I hope that that’s not true. But we are going to begin and complete a thorough investigation. Regardless of how I felt, we were going to follow the appropriate steps." The Durham Police Department’s Professional Standards Division opened an investigation and placed Taylor on administrative duty hours after the incident was reported. Further investigations took place by the Department’s  Criminal Investigations Division; The Professional Standards Division; The Durham County District Attorney’s Office; and the FBI because the alleged sexual assault happened in the line of duty. Taylor had received several commendations while on the force, including five achievement awards in January 2022. At the time of the alleged crime, Taylor had been assigned to uniform patrol in District 2, roughly the North Durham area. He also served as a uniform patrol officer in the Community Services Division and a criminal investigator. "I've been here long enough that I know most officers here," Captain R.S. Packard said Monday afternoon. "Just speaking in general, any time that we have an officer involved with something of this nature, like the chief said, you hope it’s not true, but it’s very important that we address it appropriately. Regardless of who it is or how we feel about that person, we then are transparent about those findings." The Durham County Sheriff’s office took the now-former officer into custody and booked him into jail Monday ahead of an upcoming arraignment.
