Greece, N.Y. (WROC) — It's that time of year, when the leaves start to fall and the political yard signs start to rise. In Greece, folks could start displaying them Monday. “They're allowed six weeks prior to Election Day ... and then they're to be removed within a week to 10 days after the election,” said Greece Town Supervisor Bill Reilich. Reilich says some residents and even new candidates who don't quite know the rules put them out early, but Monday and Tuesday is when many campaign volunteers rolled around planting them in supporters' yards. Most of them were aware of all the rules and mindful not to stick them a public right-of-way, like between a sidewalk and the road. “Every town has a different set of rules,” Reilich said. “We try and have some policies but not over-regulate them because there is a right to express who you want to support but still we want to maintain because we don't want them to become a hazard blocking one's visibility at an intersection or something along those lines.”Former Brighton Town Supervisor Sandra Frankel says she supports some guidelines, but says there remain some constitutional questions about local rules governing yard signs.“Local governments have the authority to establish various regulations related to how those law enforcement signs are used," she said, "so among the concerns that I have about some of those regulations include a fee being charged for the right to post a sign, and that may relate to candidates having to pay a fee. If any of them require a list of placement locations, those are all, I think, first of all, I'm not a lawyer, but in terms of the First Amendment protections I think those types of requirement promote and present an infringement and impediment to people expressing their views."But until those get straightened out in the courts, many of those rules will stand and in many cases ignored. How violations are treated is also a local decision.
