Deer Valley Resort wants to develop a significant workforce housing project along the Bonanza Drive corridor, but there remains a question about just how ambitious a development could be.The resort owns land at 1555 Lower Iron Horse Loop Road and sees the ground as the potential location of a housing project known as Ski Rail. Deer Valley officials on Wednesday are scheduled to hold a discussion with the Park City Planning Commission about the concept. The panel is not scheduled to take action on Ski Rail, but the meeting could provide a preview of some of the issues that will be addressed as the project moves through the entitlement process.A City Hall report drafted in anticipation of the meeting indicates Deer Valley has not finalized the number of units that could be sought in an approval for Ski Rail. The report says there are options to build a project with 201 beds that is three stories in height or one that has four stories and 243 beds. The municipal government’s review process would be different depending on which option is selected. The Planning Commission on Wednesday will likely discuss the two options.The panel in either case will eventually consider issues like traffic and the layout of the development. The traffic could become notable in later talks between Deer Valley and the Planning Commission, since the land is just off the Bonanza Drive corridor, one of the most congested locations in the community.A project with the number of beds envisioned by Deer Valley, even at the lower number, would represent a substantial bloc of restricted worker housing. The proposal for Ski Rail is linked to Deer Valley’s efforts to build a major project on the land outside Snow Park Lodge, where the resort’s primary parking lots are located. There are longstanding development rights attached to the Snow Park lots, but Deer Valley must still secure another approval before a project can advance. Additional talks about the project at Snow Park are pending and will unfold separately from the discussions centered on the Ski Rail project.Deer Valley has touted the Ski Rail location as fitting well for worker housing, describing the land as close to bus lines that connect to the resort and noting the proximity to services. The resort currently uses the land for a variety of operational purposes, like laundry.Many rank-and-file workers in the resort industry and other sectors are priced out of Park City’s resort-driven real estate and rental markets. The availability of employer-provided housing for the workforce is seen as an attractive benefit for recruitment and retention. Deer Valley and other large employers in the resort industry greatly expand staffing levels during the ski season.The Planning Commission meeting is scheduled to start at 5:30 p.m. at the Marsac Building.
