INDIANAPOLIS — A man who was shot by Indy police earlier this month after reportedly taking a woman hostage and shooting at officers has now been charged with eight felonies including kidnapping and attempted murder. Grant Brown, 63, was arrested over the weekend and booked into the Marion County Jail where he is currently being held on a $100,000 bond. Brown was previously being treated at Eskenazi Hospital for gunshot wounds after the alleged hostage situation and subsequent shootout. Hostage situation and shootout Court documents filed against Brown detail how IMPD officers were called around 11:30 a.m. on Sept. 11 to a north-side apartment complex along River Road to perform a wellness check. Callers told 911 that a woman was not answering her phone and had been heard yelling at a man inside the apartment. Friends of the woman had reportedly gone to the apartment unit and asked to speak with her, but the man inside reportedly said "everything was okay" and wouldn't let the woman speak. The man - later identified as Brown - was allegedly distraught over a recent breakup and had a gun. Officers arrived on scene and tried to talk to the woman inside the apartment by knocking at the door and yelling for the occupants to come outside, but no one answered. Police said that after "numerous attempts" to get anyone to respond, Brown yelled out that "everything was ok." However, an officer on the back patio of the apartment saw Brown standing inside with a gun in his hand. The officers then "donkey kicked" the front door and were reportedly met with gunfire from Brown. The suspect allegedly fired five shots toward the officers and the officers returned with seven shots. Officers described bullets whizzing past their heads as they tried to enter the apartment. Officers then grabbed the victim of the hostage situation and safely brought her outside. They then made contact with Brown, who was reportedly crawling on the ground with gunshot wounds to his arm and abdomen. No officers or uninvolved citizens were injured. Aftermath and investigation After officers reportedly gave first aid to Brown, EMS crews arrived and took him to Eskenazi Hospital for treatment in critical condition. He was later examined and upgraded to stable condition. Witnesses on scene described hearing Brown yelling at the woman before officers arrived. A friend of the victim told officers that Brown had been acting erratically due to a recent breakup and that he had taken the woman hostage. Detectives eventually spoke with the woman who was taken hostage. She described how Brown was acting weird and out of control, randomly lying on the floor and rambling. She said he would not let her leave the apartment or call for help, and described how he kept hitting her in the head with a gun. The victim told police that when her friends came to the apartment to check on her, Brown threatened her with the gun and forced her to say that she was fine. "You better tell them you're okay, or I'm going to shoot you," the victim quoted Brown as saying. "I'm going to shoot you in the face." IMPD said that a gun was found on the ground near where the suspect was shot. A photo of that gun – a 9mm Beretta pistol – can be seen below. Gun recovered by police (via IMPD) Brown has since been released from Eskenazi Hospital and arrested by IMPD. On Saturday, he was booked into the Adult Detention Center on the following charges: Attempted Murder (Level 1 Felony) Three counts Kidnapping (Level 2 Felony) One count Criminal Confinement (Level 2 Felony) One count Domestic Battery with a Deadly Weapon (Level 5 Felony) One count Resisting Law Enforcement (Level 6 Felony) One count Criminal Recklessness (Level 6 Felony) One count Online court records show that Brown is scheduled to make his initial appearance in Marion County Court on Tuesday. IMPD response to recent shootings After the shooting, IMPD officials praised both the officers involved and the witnesses who reported the situation. “I’m so thankful none of our officers were injured during this incident and the female received the help she needed and was unharmed,” IMPD Assistant Chief Michael Wolley said. “I want to champion the person who stood up and called for help when someone in the community was in danger.” The department later identified the two officers who shot Brown as 9-year veteran Officer Michelle Clegg and 14-year veteran Sergeant Evan Meyer. IMPD said Clegg and Meyer were wearing bodycams during the incident and that they were activated. The two have been placed on administrative leave, as is standard procedure. The incident marked the 11th officer-involved shooting involving IMPD this year, eight of which have been fatal. The department is studying why there’s been an increase in police shootings in recent years. In the meantime, Wolley said he wishes people would learn to listen to commands from police before it escalates to violence. “In all, I think there’s an erosion of respect in general,” Wolley said, “And in this case, if the gentleman had listened, I don’t think we would be here.” IMPD confirmed that several groups – including the department’s Internal Affairs team and a citizen review of deadly force board – will now investigate the shooting. They added that the IMPD Chaplain’s Office and victim assistance groups were on scene as well.
