A former high school teacher serving time in Massachusetts for raping a young student in the Bay State in 2015 and 2016 has been indicted on dozens of new charges in New Hampshire. Primo “Howie” Leung, 41, was initially arrested in April 2019. He’s currently serving a sentence of six to seven years after he pleaded guilty last year to aggravated indecent assault and battery on a child under 14 and other offenses related to the case in Concord, Mass. On Thursday, just over a year after pleading guilty to raping the Concord student, Leung was indicted on 39 felony and misdemeanor charges in New Hampshire — including 16 counts of felonious sexual assault, penetration, with victims between 13 and 15. He’s also been charged with criminal restraint, witness tampering and falsifying physical evidence — all charges stemming from incidents dating back to October 2014, Patch Concord reported. It’s unclear if the alleged crimes are related to victims connected to previous investigations. In the Massachusetts case, Leung used his position as an educator to groom a young student when she was 13. He encouraged her to attend a summer camp for English language learners in 2015 and 2016. That’s when Leung raped the young victim, as he admitted when entering his guilty plea at Middlesex District Court in Woburn, Mass., in July 2023. Leung is scheduled for a bail hearing on Oct. 7.
