Two men have been arrested after a tip led police to a body buried in a shallow grave in Balboa Park, San Diego police said Thursday. The body of James Garcia, 43, was found after a tipster called police to report a possible gravesite located in a canyon hillside adjacent to state Route 163 and Richmond Street on July 25, said San Diego police homicide Lt. Jud Campbell. Detectives worked with the county Medical Examiner’s Office to exhume the decomposing body and determine he had been buried there two months earlier, Campbell said. Police said 41-year-old Jeffrey Jones is suspected of shooting Garcia multiple times at the gravesite on May 23. Police also said they believe 28-year-old Brandon Winegarden helped Jones bury the dead man. Jones was located and arrested on Cabrillo Bridge for an alleged probation violation three days after the body was found. While still in custody about a month later, he was booked on suspicion of murder, Campbell said. Officers arrested Winegarden around 9:15 a.m. Wednesday near Washington Street and Fifth Avenue in Hillcrest on suspicion of vehicle theft and being an accessory. Investigators said all three men were homeless and living in the Balboa Park area at the time of the shooting. They are still looking to clarify the motive behind the incident.
