GUILFORD COUNTY, N.C. (WGHP) -- Guilford County commissioners are set to vote Thursday on the approval of rebates and releases on property taxes from last month for property owners who may be eligible. It’s not a new thing for county commissioners to give their stamp of approval for the county tax department to distribute rebates on property taxes. For the months between June and August, the county sees an uptick in requests for property tax bill adjustments, which impacts the number of refunds seen. “The release is typically when a property owner brings to our attention that something is incorrect with the property tax bill then we make the appropriate adjustments to it," Guilford County Tax Director Ben Chavis said. Guilford County sees an increase in those property tax adjustments and refunds for the summer months because bills get issued in July, and that’s typically when property owners have a chance to take a closer look at bringing any concerns they may have back to the county tax department. Here are some things that could lead property owners to raise questions and potentially get a release or refund. “In some cases, it may be we billed for the wrong jurisdiction ... We may have billed them for municipality when they were out of the county ... That would get their attention,” Chavis said. The county tax department determines if a property owner is eligible for a refund. Property includes homes and vehicles but needs county commissioners to approve it before they can start the process. That vote will be needed at Thursday’s commissioners' meeting. It will specifically be on the North Carolina Vehicle Tax System’s Pending Refund Report for Guilford County in the month of August. It identifies a potential refund total of more than $35,700. Some examples of the refunds approved for property taxpayers in Guilford County this year for individual/business personal and real property are: The total refund amount in June was more than $190,150. It. was more than $207,573 in July. In August, it was around $47,468. “If you feel that ... property is overly evaluated then you can appeal that value to the tax department,“ Guilford County Board of Commissioners Chairman Skip Alston said. Alston said county commissioners will be looking at a way to provide property taxpayers who may be between 60% to 80% of the of the county's median income base with a form of relief at the Thursday meeting in a closed session. County leaders are looking into guidelines on how the county can establish it. It would be operated by county social services. “This is new. This is something that we have tried to establish last year in our retreat ... The taxes went up on their homes, and some of them can't pay that increase because of their limited income. So we wanted to try to find a way that we might be able to kind of help them be able to pay their taxes,” Alston said. Alston said if county commissioners vote at the commissioner meeting on Thursday to approve the establishment of a form of property tax relief for county residents to have access to through social services, it could potentially be established by the end of 2024.
