4 charged with abusing, stealing benefits from disabled Pa. women

Four people are accused of abusing and stealing government benefits from two intellectually disabled women.
On Wednesday, United States Attorney David Metcalf announced that Michael Swanson, 43, David Dziobczynski, 54, and Caitlyn Eusden Swanson, 26, all of Chester, Pennsylvania, and Nicole Swan
son, 39, of Upper Darby, Pa., were arrested and charged with conspiracy to commit wire and mail fraud and related offenses.
According to an indictment, the four suspects ran a scam to obtain and steal Social Security Administration benefits and Supplemental Nutrition Assistance Program (SNAP) benefits from a pair of intellectually disabled women.
Michael Swanson and Nicole Swanson “groomed, lured, and enticed” the two victims to live with them as a “family” group at a home in Chester that was owned by Dziobczynski, and at other locations.
Michael Swanson deepened his control over the victims, officials allege, through a variety of means, including engaging in illegal sexual acts with them — which they lacked the capacity to consent to, according to court documents.
Resources for victims of sexual assault are available through the National Sexual Violence Resources Center and the National Sexual Assault Telephone Hotline at 800-656-4673.
Nicole Swanson — who police said is Michael Swanson’s ex-wife — also encouraged the victims to engage in sexual relationships with Michael Swanson and engaged in sexual acts with the victims herself, according to investigators.
The formerly married couple along with Caitlyn Swanson — who is in a relationship with Michael Swanson –controlled the victims through other means as well, including verbal abuse, physical abuse, using children to monitor them, restricting access to food and isolating the victims from their loved ones.
These three defendants have been additionally charged with conspiracy to commit kidnapping and two counts of kidnapping. Those charges stem from the transportation of these victims from Pennsylvania to Florida in “an attempt to gain a financial benefit from, and engaging in illegal sexual acts with, the victims.”
Investigators also said Michael Swanson and Dziobczynski worked to get a social worker, who was assigned as a caseworker for some of Swanson’s children, to be reassigned by repeatedly lodging meritless complaints with the caseworker’s supervisor and threatening her.
Michael Swanson, Nicole Swanson, and Caitlyn Eusden Swanson made initial appearances on Oct. 14, 2026, before a federal magistrate in Philadelphia.
Dziobczynski made his initial appearance on Oct. 15.
