Richmond Redevelopment and Housing Authority labeled ‘troubled’ by federal government
Oct 23, 2026
RICHMOND, Va. (WRIC) — The Richmond Redevelopment and Housing Authority (RRHA) has been designated "troubled" by the U.S. Department of Housing and Urban Development (HUD).
RRHA received an overall score of 58 out of 100 after a review of fiscal year 2024, according to the interim report from the
Public Housing Assessment System (PHAS) from HUD dated Friday, Sept. 25.
Under federal law, "troubled" means the agency has failed to meet federal performance and operational standards. HUD grades housing authorities using the PHAS, which evaluates performance across four primary categories: financial stability and management, physical condition of properties, management practices and occupancy rates and capital fund utilization.
To gain such a score, an authority scores below 60 out of 100 on its overall assessment or fails specific core requirements.
According to the report obtained by 8News, the RRHA scored 7 out of 25 in the management category. It also received 29 out of 40 in the physical conditions category, 17 out of 25 in the management category and 5 out of 10 for capital fund.
The report is based on data for the fiscal year ending Sept. 30, 2024.
8News reached out to the RRHA and the HUD for comment.
The RRHA will hold a press conference on the federal government's designation at 1 p.m. on Friday, Oct. 23.
The RRHA has been the subject of controversy over the last few months after at least two staff members have been accused of sexual misconduct by a public housing tenant.
Complaints surfaced regarding maintenance workers in Richmond's Gilpin Court who allegedly sought or traded sexual favors in exchange for completing home repairs. Internal reviews and emails detailed that one worker was fired while another was transferred for policy violations, such as improperly prioritizing work orders or accessing units without notice.
