West End Henrico families organizing to oppose data centers in neighboring Goochland

HENRICO COUNTY, Va. (WRIC) -- A group of mothers and parents have formed "Western Henrico Neighbors," to inform their neighbors in Henrico's West End and beyond about proposed data center developments in neighboring Goochland County.
"This started at the bus stop in the morning with parents just
talking with one another, and the majority of parents having no idea that the progression was happening as quickly as it did," Erin Robertson said.
In some cases, the proposals are in West End families' backyards or a handful of miles from the West End residential developments. The decisions are not being made in the families' county, but they feel they will absorb the possible fallout and not see any benefits from them.
The parents say 20,000 residents would be impacted by data center development and feel the brunt of environmental concerns, decreased property values and risks on senior populations.
"It feels like our health and wellbeing of our families and our children are just being treated like guinea pigs for the sake of somebody else," Liz Morgan said.
"Not only will we be listening to the noise and breathing in the diesel fumes, but also we won't be able to leave because no one will want to buy our houses," another parent said.
In November 2025, the Goochland County Board of Supervisors approved the Technology Overlay District (TOD) and a separate technology zone incentivizing building in the eastern part of Goochland. Some areas butt up against the suburban neighborhoods of the West End.
"I think if they lived here, they wouldn't vote 'yes,'" Morgan said.
In response to residents' concerns, Goochland County Administrator Dr. Jeremy Raley wrote to 8News in a statement, reading in part, "Ongoing communication has been taking place with residents, staff, and Board members with our neighbors in Henrico County."
Some residents still want to keep each other informed. They're having a meeting at Christ Church Episcopal at 5000 Pouncey Tract Road in Glen Allen on Monday to discuss the projects.
That meeting is scheduled to start at 7 p.m.
"The real purpose is to really have conversations, to be respectful of one another and really to make sure that we're all understanding exactly what's going on and we're all on the same page," Robertson said.
