The incident was caught on camera, showing Casillas spray painting over a sign that appears to read, "I would prefer that Sam not serve on City Council." In the video, Casillas can be seen spray-painting over the word "not."
According to Sean Charpentier, Pacifica City Manager, Sam Casillas was placed under citizen's arrest for the misdemeanor vandalism.
Casillas is the current President of the Pacifica Land Trust and is running for a seat on the Pacifica City Council, District 5.

PPD accepted the arrest of Casillas and issued a notice for him to appear in court.
In a video posted to Nextdoor, Casillas admitted to painting a heart on the sign.
"I want to let you know that, yes, I painted the heart on the illegal sign on Rockaway. I felt negative signs that have gone up around town are ridiculous, and I painted the heart to bring some humor and levity to the situation."
Casillas went on to say he didn't mean to cause harm by painting the sign.
"My intent was not to be malicious. I painted a heart. It was wrong. I regret this, but mostly I regret it because it was a distraction from the critical issues we need to focus on for this election," said Casillas.
