A former payroll supervisor within the Philadelphia Fire Department is facing federal charges alleging she took money from an employee and fraudulently approved overtime hours that were never worked.
Marian Farris is charged with bribery and theft from a local government agency receiving federal
funds, according to federal court documents.
According to federal prosecutors, Farris fraudulently approved more than 2,000 hours of overtime, costing the city more than $139,000.
Prosecutors allege that in some cases, Farris credited the employee with working 22 to 24 hours of overtime in a single 24-hour period. They also allege she approved “fictional overtime hours” while the employee was on vacation, including during a cruise to Bermuda and trips to Cancun and Las Vegas.
The federal charges come amid a federal civil lawsuit in which Anthony Hudgins, a deputy commissioner within the department, alleges he was demoted and the subject of a sexual harassment investigation after reporting the suspected fraud.
According to that lawsuit, Farris resigned from her position in April 2025 amid an internal investigation.
“Her alleged reasons for resigning included anxiety, depression, toxicity within the department, a hostile work environment from staff within the payroll unit, her personal information being provided to outside sources for review, employees reviewing her income and sharing it with others, and having to be part of a harassment investigation,” the civil suit states.
It was not immediately clear when Farris would make her first court appearance. She did not immediately respond to a request for comment, and an attorney was not listed for her in the federal court docket.
A representative for the fire department did not immediately respond to a request for comment.
