EL PASO, Texas (KTSM) — Westbound lanes on Interstate 10 by Yarbrough have reopened after being closed, causing heavy traffic backups on Tuesday morning, Sept. 29. Cameras from the Texas Department of Transportation showed the traffic congestion and what appears to be crews managing an incident.
