The neighborhood around a house in Philadelphia’s Olney section will see disruptions beginning Monday and continuing through mid-October as investigators prepare to conduct an extensive examination of the property, Philadelphia Councilmember Anthony Phillips said Sunday. Investigators will retu rn to the Olney property Sept. 28-29 for a renewed examination of the scene, according to law enforcement sources. Additional work is scheduled for Oct. 5-16, when teams from multiple agencies, including the FBI, are expected to process the property and collect evidence. Officials said specialized equipment will be brought to the site. While the equipment is not necessarily heavy machinery, a large volume of investigative tools and gear is expected to be used throughout the operation. The planned search will mark the latest phase in a sprawling investigation that began in June, when Philadelphia police and federal agents first searched the property. Raymond “R.C.” Horsch, a known erotic photographer and snuff-film maker, owned the property until his death in 2025. According to law enforcement sources, detectives could remove walls, floorboards and other parts of the structure if evidence uncovered during the investigation gives them reason to do so. Two weeks ago, investigators announced they had identified five missing women in photos and videos found on digital devices recovered from the house. Police said they believe those women are deceased based on the digital evidence. Phillips spoke to NBC10 after a community meeting where residents and business owners were able to ask questions about how the examination of the home, which is linked to seven missing women, will affect their daily lives. “They are going to have to move their cars, there is going to be street blockages,” Phillips said. “There is going to be updated information on how their sanitation will be collected.” He added that police will bring in “machinery” with assistance from their federal partners. Over the summer, police and the FBI dug up a pipe leading to the home. The examination will likely continue until about Oct. 16, Phillips said, though investigators will remain at the site until all evidence has been collected by the local and federal agencies involved. Despite months of searching, sources tell NBC10 that police have not found biological evidence confirming a homicide inside the house. Authorities also have not recovered the remains of any of the missing women connected to the investigation. Horsch died at age 82.
