A 57-year-old man is facing a new murder charge after a shooting victim died more than 16 months after a double shooting, according to court documents. On April 30, 2025, Jaylisa Quinones Pinet, 33, of Philadelphia, and Jose Ramos Cepeda, 39, of Allentown, were shot on East Luzerne Street in Juni ata Park. Quinones Pinet died from her injuries. Ramos Cepeda spent more than a year hospitalized before dying Sept. 13, according to court records. Philadelphia police arrested Deiby Rivera Gonzalez in November 2025. Prosecutors charged him in connection with Quinones Pinet’s death, and he was awaiting sentencing after pleading guilty to charges including third-degree murder. Court records show prosecutors filed a new murder charge against Rivera Gonzalez on Tuesday in connection with Ramos Cepeda’s death. Before Rivera Gonzalez arrived at the home, Ramos Cepeda’s partner, Xenia, told TELEMUNDO 62 that the defendant confronted her near her child’s school. She said he tried to force her into his vehicle, assaulted her and threatened her, but she managed to escape. “I never thought he was capable of ruining his life to that extent,” she told TELEMUNDO 62. “I didn’t know what to say because, believe me, if I had known how serious this would become, I would have done something.” She said she later returned home and found both victims with gunshot wounds. According to documents obtained by NBC10, investigators recovered surveillance video that they say showed a masked gunman armed with an AR-style rifle approaching the victims and firing multiple shots before fleeing. Court records state that Quinones Pinet was holding a cellphone in her right hand during the encounter. Detectives wrote that as the suspect ran away, he appeared to be carrying the phone in his left hand. Police said no cellphone was recovered from Quinones Pinet when officers arrived. Philadelphia police asked for the public’s help locating Rivera Gonzalez after the shooting. His attorney did not immediately respond to a request for comment.
