The state of Ohio released its annual school report cards on Tuesday, and for the first time since changes were made to the rating system, Cincinnati Public Schools is now meeting state standards.Cincinnati Public Schools shared its rating at a board meeting Monday. Board members said the district moved from 2.5 out of 5 stars to 3 out of 5 stars overall."Our kids are learning, our kids are growing, our kids are absolutely amazing," CPS Superintendent Shauna Murphy said during a press conference about the results Tuesday. "To be able to make such jumps is not a small thing, and it's not something that goes without very specific and targeted interventions, enrichment and strategies."Of the three biggest school districts in Ohio Cincinnati Public Schools, Cleveland Metropolitan School District and Columbus City Schools CPS had the best overall rating. The property tax levy will cost homeowners $245 per $100,000 of property value if approved by voters at the polls.Ohio Report Cards, which are required by law, grade six components to come up with an overall score on a 5-star scale: Achievement: evaluates student performance on state tests and whether students meet established state thresholds Progress: measures how much student test scores have improved or declined compared to the previous two years of test scores Gap Closing: considers how well school districts are closing certain educational disparities and meeting the needs of certain student groups Graduation: measures the percent of high school students who graduated in four and five years Early Literacy: measures reading improvement and proficiency for students in kindergarten through third grade College, Career, Workforce and Military Readiness: measures the readiness of a graduating class to go on to post-secondary education, enter the workforce or join the armed forcesCPS saw its highest rating in the progress component. CPS received a 4-star rating this year, up from 2 stars last year. The improvement unlocks around $2 million in extra state funding for the district tied to provisions included in the last state budget."With respect to the last budget, there was an element that got extra dollars for the progress component of the report card. I think it's $13 per student times the number of stars that you got," Ohio State Sen. Louis Blessing said. "Given CPS's budget, that's not a lot. There's still a need for a lot of the money."At the same time, CPS saw a drop in its graduation component. CPS received 1 star for this component this year. The district's five-year graduation rate improved, but its four-year graduation rate dropped from 86.1% to 80.6%.On Tuesday, Murphy partly attributed the 1-star graduation rating to an event that happened in the spring of last school year."We did accept about 225 students last spring, late in the spring, who expected to graduate from a charter school and were unable to graduate," she said. "So, we own that. Four of CPS's schools received 5 stars overall, while three others received 4 or 4.5 stars overall. We are super, super excited for this new information."On Tuesday, Murphy was asked to respond to those who may critique the district for touting a score that simply meets state standards and doesn't exceed standards."This is about the kids who are growing, who are making progress, who are coming to our schoolhouses every day, and there are 66 of them, and there are 34,000 children, and every single individual one makes a difference," she said.
