DOJ says Del. Army Reservist made child porn, tried to meet girl, 9, for sex

An Army Reservist from Wilmington, Delaware, has been arrested and charged by the Department of Justice after, officials claim, he convinced a child from Maryland to create and share child pornography before traveling to her home in an attempt to meet her for sex.
On Thursday, federal law enforc
ement officials announced the arrest and charging of Leobardo Carrasco, 39, of Wilmington, Del., on production and possession of child pornography, travel with the intent to engage in criminal sexual activity and related offenses.
According to court documents, Carrasco is alleged to have communicated with multiple minors over Snapchat, before sending children he targeted nude photos of himself and requesting sexually explicit photos and videos from minors he is accused of engaging with.
Through the course of these attempts, police claim, Carrasco convinced a 9-year-old Delaware girl to send him sexually explicit photos and videos while later getting her to share her location with him over the Snapchat app.
Then, police claim, Carrasco used that information and traveled to the child’s Maryland home in the middle of the night while trying to convince her to come with him.
However, she did not get into Carrasco’s vehicle and he left that evening, officials say.
Carrasco has since been arrested and, officials said, his first appearance in federal court was held on Sept. 9, 2026.
