(KRON) -- The San Francisco Police Department confirmed that they will not be raising the wreckage of a boat that capsized near Alcatraz Island in July -- an incident that left at least three people and a dog dead. "The San Francisco Police Department does not require the Volare to be raised to com plete our investigation," officials told KRON4. On July 14, police received reports of a vessel in distress with a group of 20 family members aboard. They were gathered to spread ashes into the San Francisco Bay as part of a memorial service for Maria Boisa, who worked in Fremont as a nurse and died a decade ago at the age 32, according to a family member and her obituary. Rescue crews responded to the scene and rescued 16 people. One person and a dog were pronounced dead at the scene. Three people were reported missing. The boat capsized in rough seas and powerful waves, according to officials. Captain James Smith, who was on a nearby fishing boat and witnessed the scene, told KRON4 that he saw victims appearing frantic and clinging to the hull of the Volare, while more people were apparently trapped in the sinking vessel’s cabin. A Coast Guard official told reporters that there was a high possibility that there were people trapped inside the enclosed main and lower decks. Police recovered two of the three missing people, who were both pronounced dead. One person remains missing. The victims were identified as 79-year-old Clifford Boisa, 74-year-old Carol Boisa and 58-year-old Tondra Madruga, aka Tondra Miller. Police ultimately found the wreckage of the 49-foot cabin cruiser Volare on July 17 submerged in the San Francisco Bay near where it sank, about 600 feet west of Alcatraz Island.
