ZACHARY mdash; The Rising Starz Early Learning Center in Zachary celebrated its 10th anniversary this week.nbsp;To commemorate the occasion, a ribbon-cutting was held on Tuesday.nbsp;"It's been amazing working with young children and their families to provide quality care for them, to witness them from infancy all the way up into pre-K," Rising Starz's Shamita Collins said.
