Immigrant rights advocates are expected to rally in San Francisco on Tuesday in support of legislation that would allow people to file civil lawsuits against federal agents over alleged constitutional violations. Organizers point to a recent increase in U.S. Immigration and Customs Enforcement ac tivity and say the legislation would bring greater accountability to federal immigration enforcement. Senate Bill 747, known as the “No Kings Act,” was introduced in September 2025 by state Sen. Scott Wiener. The bill would allow people who claim they were mistreated or harmed by ICE agents to file lawsuits against the officers. The legislation recently passed both the California Senate and Assembly by comfortable margins and is now awaiting Gov. Gavin Newsom’s signature. The bill’s passage comes as reports of ICE activity and arrests have increased at airports, including San Francisco International Airport. Immigrant advocacy groups are expected to hold a rally and news conference Tuesday afternoon led by Wiener’s office and a man who says he survived an ICE raid.
