The need for workforce housing in Wasatch County is growing in tandem with Deer Valley East Village. Wasatch County Councilor and Military Installation Development Authority liaison Erik Rowland said that the entire East Village envelope will require a full staff of around 6,000 workers within the next 10 years. Extell Development Executive Vice President Kurt Krieg said there are currently about 350 daily workers on the mountain working on ski and civil improvements. There will be about 2,000 workforce housing units included in the Deer Valley East Village area, according to Rowland. He said providing another 4,000 units is “high on our priority list.” That’s the priority list of MIDA, the County Council and municipalities such as Heber City. Friday, Rowland and the County Council will meet with Gov. Spencer Cox to address issues such as affordable housing.  “I’ve already started talking with some locals who are very interested in getting involved with solutions, so I’m optimistic that what I’m hearing so far, there might be a path forward that we can do something that really does move the needle,” Rowland said.  New York-based Extell Development Company is behind much of the development happening at Deer Valley East Village. Rowland said MIDA and participating developers recognize the need for workforce housing.  Rowland stressed the financial burden of building the units will not fall on taxpayers.  One of the hurdles for workforce housing development is getting the “right people” at the table who “really understand the actual need,” Rowland said.  “Some of the conversations we’re hearing are (that) it’s all about the monthly payment. Whatever you can do to bring that monthly payment down makes all the difference, coupled with the correct incentives,” Rowland said.  All of the proposed workforce housing would be within the Deer Valley East Village area, near Mayflower. There is parking infrastructure proposed and basic necessities like a grocer.  “The stuff you would expect to have so that people can be a walkable distance from the amenities and services they need,” Rowland said. “The plans are very, very attractive.” Rowland said he is hopeful the conversation with Cox on Friday would be a “very constructive meeting.” There are multiple construction projects ongoing in the Deer Valley East Village area.  The private residences are slated to open during the 2027-28 ski season. The Four Seasons hotel is scheduled to open with the 2028-29 ski season, which is also the projected opening for the Waldorf Astoria hotel. Canopy Deer Valley hotel opened in August.  A Deer Valley mountainside amenity for Marcella Club members, the Marcella ski lodge, is currently in the works, as is the East Village lodge, which is projected to open in 2027.
