Tropical Storm Dolly has lost its tropical characteristics and is now an open tropical wave, according to the National Hurricane Center.Dolly no longer has a well-defined center, with the strongest winds occurring north of the system's center. The system is expected to gradually weaken and dissipat e by Sunday. The remnants of Dolly could still bring heavy rain and a risk of flash flooding to the Leeward Islands late Saturday into Sunday, with impacts possible in the Virgin Islands, Puerto Rico and Hispaniola Sunday into Monday.
