Tropical Storm Dolly has lost its tropical characteristics and is now an open tropical wave, according to the National Hurricane Center.Dolly no longer has a well-defined center, with the strongest winds occurring north of the system's center. The system is expected to gradually weaken and dissipat

The remnants of Dolly could still bring heavy rain and a risk of flash flooding to the Leeward Islands late Saturday into Sunday, with impacts possible in the Virgin Islands, Puerto Rico and Hispaniola Sunday into Monday.
