(Jeff Motz/KFOR News)LINCOLN–(KFOR Aug. 24)–Questionable billing in the state’s Aged and Disabled Waiver program through the Nebraska Department of Health and Human Services has prompted concerns from State Auditor Mike Foley’s office. Foley says the audit found weaknesses in controls designed to prevent improper billing by service providers. The program provides in-home services to elderly and disabled Nebraskans. It has grown significantly over the past decade, increasing from about $64 million to $434 million. The cost has risen nearly 65% in the past two years alone. More than 8,600 people currently receive services through roughly 2,000 providers. Auditors found one provider billed for 47 hours of services in a single day. They also identified 15 providers who received payment for waiver services while records showed they were working elsewhere at the same time. The audit found providers could also circumvent Nebraska’s Electronic Visit Verification system, which is designed to track when services are performed. In one case, an agency increased its billable time by 434.5 hours in a single month after the EVV system had verified the hours worked.
