Two employees at the city-contracted Bayview Navigation Center, which serves homeless individuals, have been arrested for their alleged role in helping a suspect to evade police after a May 31 shooting in which an SFPD officer was severely injured.San Francisco Police Chief Derrick Lew announced the arrests Friday of two suspects who are or were employees of the Navigation Center at 125 Bayshore Boulevard, for allegedly harboring and aiding the attempted escape of Norris Reed III on May 31.Reed and another suspect had been in a Toyota Camry that drove across the Bay Bridge into San Francisco around 10:30 pm on Sunday, May 31. The SFPD says they were alerted to the vehicle via Flock cameras, and officers then spotted the Camry in the area of Fifth and Folsom streets, where they initiated a pursuit.As we saw in bodyworn camera footage, the Camry came to a stop at a traffic light at First and Mission streets, and it appeared that the suspects might exit the vehicle, but instead it drove on, speeding toward the Bayview with police in pursuit. The Camry then crashed into a concrete median at the intersection of Bayshore Boulevard and Jerrold Avenue, which is where a confrontation and shootout occurred.The video evidence shows Norris opening the driver's side door of the Camry and almost immediately begin shooting back in the direction of SFPD officers. During the exchange of gunfire, SFPD Officer Brittney Taylor was critically wounded, and Norris's passenger and fellow suspect, Ariunsanaa Dolgorsuren, was also injured.Police said at the time that Norris fled the scene on foot, and he was ultimately arrested following a foot pursuit. We now learn, via a release by the SFPD, that Norris fled into the nearby Navigation Center while officers were rendering aid to Taylor and Dolgorsuren.Surveillance video from inside the Navigation Center, obtained by the SF District Attorney's Office, reportedly shows two employees "providing Reed III with clothing to conceal his identity despite knowing that he was in possession of a firearm when he entered the navigation center," the SFPD says.The employees have been identified as 36-year-old Oliver Barcenas and 45-year-old Erika Porter. Both were booked into SF County Jail on Thursday on suspicion of obstruction and harboring an attempted murder suspect .Police say that in addition to Barrens giving him the disguise, Porter lied to officers who came to the Navigation Center looking for Norris, giving false statements about whether he had been there."Attempting to assist an armed gunman evade capture after shooting a police officer is unconscionable," said Lew in a statement Friday. "Thankfully, our officers captured this violent suspect despite the efforts by two individuals to help him."Lew added, "I want to thank all our officers who took this dangerous suspect off our streets and our diligent investigators who followed up to hold the two Navigation Center employees accountable."San Francisco currently has three Navigation Centers, which serve as alternatives to traditional shelters and allow homeless individuals to check in and stay for extended periods, sometimes with partners and pets, as they receive services. The city has contracted with Episcopal Community Services to operate several of these centers, the first of which opened 11 years ago, in 2015. The nonprofit Five Keys appears to be the operator of the Bayshore Boulevard center, which opened in 2018.Taylor sustained an injury to her upper leg in the May 31 shootout with Norris which other officers deemed critical, possibly because the bullet had struck an artery. Taylor, who was released from the hospital on June 19, later said, "I almost lost my life," and added, "It's my job. I was doing my job that night.
