Upstate’s ER plan could jam traffic back to downtown Syracuse; there’s an idea to address it

Syracuse, N.Y. — If the city permanently blocks off East Adams Street for Upstate University Hospital’s new emergency room, it could cause significant traffic bottlenecks all the way to Salt City Market unless changes are made to other streets, according to an analysis by the state DOT.
