A new housing development aimed at helping working families afford homes in the Bay Area has opened in East San Jose. City and community leaders celebrated the opening of The Kirk, an 18-home, single-family housing development. The community includes two below-market-rate homes for qualified b uyers, as well as tax incentives for first-time homebuyers.
