State demands OKC and Tulsa to pay over $800K for Operation SAFE

Operation SAFE was designed to clean up homeless encampments in Oklahoma's two largest cities. However the State of Oklahoma says that both Oklahoma City and Tulsa cannot use State funds for the operation and then leave taxpayers to clean up the debt.
