INDIANAPOLIS (WRTV) A 52-year-old Danville man is facing a felony neglect charge after police found more than 10 dogs living in severe conditions Tuesday.According to a release from Danville Metropolitan Police Department, at 3 :08 p.m., officers responded to North Cross and West Columbia streets after neighbors reported 10 to 12 dogs running loose in the road.When officers arrived, they found a large hole on the south side of a home in the 2000 block of North Cross Street that appeared to be an exit for the animals. From the street, officers smelled a strong odor of animal waste and saw a significant amount of feces inside the house.Police, community members, and Hendricks County Animal Care Control captured several dogs. The animals had matted fur, flea infestations, and were covered in waste, according to the release. Five dogs were taken to animal control for medical evaluation.Investigators later stopped a vehicle near the home and identified the driver as James Wesley. Police said Wesley admitted he knew about the conditions inside the home but refused to let officers enter.After obtaining a search warrant, investigators found a home saturated with urine and filled with feces, garbage, and spoiled food. "The conditions inside the home were severe and posed significant health concerns for both animals and occupants," police said in the release.No other animals were found inside during the search.Wesley was arrested and taken to the Hendricks County Jail. He faces a preliminary, low-level felony charge of neglect of a vertebrate animal involving more than 10 dogs.Under Indiana laws that took effect July 1, 2026, prosecutors can seek felony charges in severe neglect cases. Previously, such charges were typically misdemeanors unless the owner had a prior conviction.The Hendricks County Health Department and Danville code enforcement are evaluating the property.
