The Park City Planning Commission may cast a pivotal vote by the end of August about the future of strategically placed land in Bonanza Park. It would be a landmark moment in the discussions about the ground, which has been the subject of debate for more than 20 years. The Park City municipal go vernment owns the land and with a development partner is pursuing a proposal with a large housing bloc alongside other elements. The 5-acre site stretches inward from the southwest corner of the intersection of Kearns Boulevard and Bonanza Drive. On Wednesday, the Planning Commission is scheduled to continue discussing the proposal. A timeline for the Planning Commission review indicates the panel may cast a vote Aug. 26 — following one additional meeting beyond this week. A Planning Commission session introducing the proposal was held on June 24. The Planning Commission is not bound by the timeline. If a vote is cast on Aug. 26, the proposal would have been addressed in four Planning Commission meetings. Park City’s elected officials spent significant time crafting the concept in public meetings prior to the Planning Commission process, but an application was not in front of the mayor and Park City Council. The Planning Commission, rather than the City Council, holds the authority to approve or reject the application. The timeline also indicates that the Planning Commission could continue the matter until Sept. 9, and officials have the discretion to schedule additional meetings. “As is typical for such public-private partnerships, the city is not the applicant in the land use process,” Mayor Ryan Dickey said in a prepared statement. “I trust our Planning Commission will apply the same conscientiousness and rigor in its review of the application that it would apply to any other.” Planning Commission Chair Christin Van Dine did not immediately respond to a Park Record inquiry about the timeline. A group that opposes the development proposal and instead wants the municipal government to create park space on the land declined to comment about the timeline. The development proposal includes: 88 units of income-restricted rentals. 18 rentals without income restrictions. More than 30,000 square feet for a variety of tenants, such as retailers, restaurants, cafes and art spaces for not-for-profit organizations. A childcare location. 2 acres of open space. The municipal government is pursuing the project as part of a partnership with Evanston, Illinois-based Brinshore Development. It is seen as an important step in the municipal government’s efforts to create housing options for those otherwise priced out of Park City’s resort-driven real estate and rental markets. Supporters of the housing work see benefits like increasing socioeconomic diversity and reducing commuter traffic. There is a rift in the community, though, regarding the proposal from the municipal government and Brinshore Development. The backers cite the potential to create a significant number of income-restricted housing units, while critics worry about traffic increases and the amount of proposed development. Testimony to the Planning Commission has been split. The Planning Commission meeting is scheduled to start at 5:30 p.m. at the Marsac Building. Ninety minutes are set aside for the item, and a hearing is planned. The meeting will also be broadcast on the municipal website, parkcity.gov.
